I mean, if you build a bomb, leave it out in the open, and it gets set off, that is at LEAST a manslaughter charge. I think it would work the same with AI in theory. However, since legal action against AI development would be illegal, it would have to be deemed a terrorist threat to the existence of the US and destroyed in a military operation.
