The real threat is when they mesh A.I. with robotics such that they no longer need human labour and then can quell any uprising using military machines that have absolutely no qualms about killing unarmed civilians. Throughout history tyrants could be overthrown because their own soldiers would turn against them if they were commanded to kill their own people. A.I. doesn't have its own people, and using surveillance technology they can monitor everything we see and do and predict when someone is likely to revolt and preemptively eliminate them. That is the end game.
