Even if LAWS are banned it won't be effective, they're just too easy to make now that AI is widely available. A decent programmer could make one in his garage using publicly available image recognition software, and they don't require any exotic parts so a basic manufacturing facility could crank out thousands of them a month pretty much anywhere in the world.
They also enable mass attacks that just wouldn't be practical with even semiautonomous systems. For example, in a standard 40ft shipping container (2400 cubic feet) you could easily fit 500 autonomous drones each equipped with a grenade. Park a few (or a few dozen) of those in port cities or near the coast where you're expecting an enemy to make an amphibious landing, and trigger them to attack anything moving on the beach right as their soldiers are disembarking... They could be hauled around on regular civilian semi trucks and wouldn't stand out at all until activated.
