This is such a an obvious re-framing, blaming workers for being too stupid and uneducated to use AI, instead of AI tools just being lackluster themselves. People didn't need to be taught how to use the internet or photoshop by our cooperate overlords, as these tools had actual utility and therefore an appeal to learn them on your own.
