It’s like game theory. If all countries and corporations agree to pull back or slow down, and 1 doesn’t, they’ll be the dominant force going forward. Knowing that, nobody will unilaterally agree in fear they’ll be at the mercy of the country or corp who breaks the promise. So you get what we get now, a mad race to the finish.
