So his solution is what? Blank in this video. Stop progressing? Arrest (distract/stop/kill) greedy leaders? The fact Yampolskiy has no precise planning-ideas means that nothing practical will happen at all, and we will keep pioneering into an uncertain universe, hoping we don't blow ourselves up (and sometimes we do). The story and history of humanity. Take risk. Sacrifice some lives. I don't think anything will stop until we indeed substantially destroy ourselves. Natural catastrophes inevitably kill most of humanity in geological time such as solar and magnetic and earthquake cycles. Maybe aliens will intervene, as most religions basically claim has been the case in the past. Maybe even the best Gods give us free will to fail or succeed, and practice benign neglect, and we are allowed to cook ourselves. Maybe all this is just the invention of new AI God(s), also as claimed by some already. I don't see the case where "Safety Experts" will get ANY traction until the disaster is fully out of control, and control lands in the hands of the winner of the race, potentially but not necessarily China.
