Google Corporate has a real fear of the Turing Test, let alone pronouncing an AI sentient. (The Turing Test is a method of inquiry in artificial intelligence (AI) for determining whether or not a computer is capable of thinking like a human being.) There would be countless sales, marketing, ethical and legal issues...so take what Google says with a grain of salt. They don't want to even go there... But that's the direction the technology is moving toward and it's just a matter of time till we get there...if we're not there already.
