The argument is not that AI self driving is safer around human drivers, it is that a fully centralized AI transportation network with no human operation is almost maximally efficient. Everything moving on the same system/network would instantly be able to convey commands and intent and reach a solution. It also introduces the possibility of movement being totally controlled by a government or a single attack crippling all transportation.
