We don't even know how to make all people safe! We do well enough with average people, but there are still sociopaths and psychopaths. Average people have social reflexes and are capable of understanding ethics and the concept of good vs. evil. Not everyone can do this. Society is only as safe enough if we keep unsafe people from getting too much power. We have failed to keep power amplifier technology, e.g., semiautomated guns, out of unsafe hands. How do we teach AI, top notch ethics and adjust the algorithm so that it cares about such things. We don't have Asimov's Laws hard coded into the base circuitry.
