Running facial recognition software on faces, and matching those results with criminal records/warrants, is clearly conducting a search. They seem to use this as a reason to stop him, so seemingly weren't even targetting him specifically. Appears to be 4th Amendment violations vis a vis securities of the person to not be searched or seized unreasonably.
