The reason there is a double standard between music copyright and art copyright is because they are treated very differently in law. There is different case law regarding both domains, and even different royalty structures for certain kinds of derivative work, along with different rules for what constitutes a derivative work.
As a result of this difference, it is a lot easier (legally) to sue someone over infringing a music copyright, so it's no surprise that the AI companies are being more careful when dealing with that domain.
