1st thought:
With the alarming frequency that human groups get written off as Not Actually People(TM), I have very little confidence in our ability to accurately detect consciousness in AI.
Second thought: We can't even guarantee alignment in the education of our own children. How are we supposed to guarantee it for AI? And if we develop such a technique, what's to say that some dictator won't try applying it to align humans?
