The thing is that trying to bring in awareness and failsafes now that try and control the evolution or stop someone using it or developing it in nefarious ways is like trying to use a condom filled with water to put out a forest fire. There are just too many permutations of both human neuro-divergence and now machine silico-divergence to be able to accurately manage any outcomes. We're passed the point of no return on this, just like we are with nukes and TNT.

We're in a world where security on your computer is an ever increasing arms race, and even your bank account can be frozen out by the government.

By the end of this next 2000 year era you won't even recognise what we'll become. And it will be everything of sci-fi horrors worst imaginings.
