Well the USA also uses LPR systems for license plates, as well as facial recognition cameras in some high security areas (like airports and government buildings).
I suppose the difference is that even though these cameras are always recording rhey are only acted upon when there is a criminal hit, active investigation, or approved warrant. In the Chinese government its always available and for the smallest of reasons.
But yeah, the US is actually trying ti catch up to China in these ways. I suppose the only thing that may separate us in the end is the philosophy surrounding their use.
