I think i have a good idea for this. If Companies are going to use Ai to replace workers then companies can no longer benefit from tax cuts and/or subsidies from the government. Also companies who use Ai will be taxed heavily . This tax will be based on the ratio of Ai vs hired workers. The more jobs companies replace with Ai the more taxes they will have to pay. You have to make Ai not profitable.
