it also seems worth adding to this history, during covid when using a qr code for contact tracking was standard, suzhou (iirc) announced a trial program called "civilized code" (文明码) which is the closest thing I've ever seen to this. your code would be green/yellow/red based on various behaviors. people lost their minds about it online, it was widely criticized in the media, and the project was immediately scrapped. i don't think the public would put up with this kind of system. the only reason the police panopticon functions is that in your daily life you don't encounter the facial recognition systems and the security footage. something where you have an app you can check is way too concrete. you don't want people thinking all the time about something that makes them mad when the only thing keeping you in power is people's feeling that their lives are more or less okay.
