So, I think that the lost concept on the presenter of this piece is the whole era of Internet of Things/Everything. In a world where all automated cars can be aware of where all other cars are in the vicinity and where they are planning to go - why would they ever hit each other? This seems to be trying to create a problem where we have already built the solution.
