This is only a problem if we continue thinking in old patterns. I would expect self driving cars being capable of communicating together. Not just for this problem but for efficiency. On Speed ways it would be possible to reduce te distance between cars. If a car, to far in front to see, has to hit te breaks, all cars behind would be able to do the necessary in time.
