Having a self-driving car that would protect the people outside first would never sell well, at least in the chinese society I am living in. Most of the people (at least from people I know) seems to opt for heavier car because they believe it is safer for them, and saving fuel is the only reason why some opt for lighter car. Self-driving car on the market that does not protect the people inside first would simply have no chance to compete with cars that does that, and if there is a law that enforce such act, I believe people may not really have the interest to switch to self-driving car at the first place. I would say that simply won't work, at least in the place I am living in.
