I say the self-driving car shouldn't have been tailgating. Then it would have had enough time to avoid the debris or at least just damage the car. Lots of people know that stuff falls off the backs of trucks all the time, so when I drive behind a truck carrying loose cargo like this, I leave a lot of room just in case this scenario. Robot cars should be programmed to do the same.
