Machine learning algorythms for classification minimizes loss wich is the average distance from the classfier to the ground truth, for practical reasons it is averaged supposing a uniform distribution, this hyphotesis is profoundly well thought because if the population of your examples is random than arithmetic mean approximates the expected vaule of the underlying distribution. Bias occours when examples are not sampled randomly and distribution is not adjusted accordingly. Stupidity of the model is just the reflection of the stupidity of the engeneer using it.
