Without infrastructure, self-driving cars really just have advanced cruise control. To make them truly safe and reliable without a human co-driver there needs to be a traffic control system linked to all vehicles in an area by a strong, reliable broadband signal. On highways maybe it would work, in cities, with no infrastructure, self-thinking cars are risky.
