The headline could definitely be clearer but it's not really incorrect still. Really, it's only muddy considering how people's reading comprehension tends to be these days.
"Google plans to invest up to $40 bullion in Anthropic if expectations can be met" would probably be a more easily understood but still click-baity headline to use.
