Yes, which we already do for many things. Pseudoephedrine, fertilizer, DNA, nuclear material, firearms... all either banned, limited, or monitored in retail settings.
Not to say we have the perfect systems set up for this, but in general I think these systems for limiting materials are much more effective than trying to limit the knowledge of how to use them.
