This is the key to the whole thing. When a rival is doing something Elon doesn't like, he makes a big, splashy announcement for something that's never actually going to happen. He never intended to build a hyperloop, he just wanted California to not fund high-speed rail and was able to distract them. My guess is he's pulling the same bullshit here.
