Yes and no!
I did my thesis on animal rights, and we have so many different meanings! I will limit myself to three:
* As a recognition of the inherent dignity of non-human animals, just like human rights are an expression of human dignity;
* As an expression of human command over their own laws and society, that decides that non-human animals need protections (it can be from an utilitarianism, conservationism or humanitarian standpoint), they can't be subjects of rights or obligations, but they can be protected by our legislation;
* As institutions (a group of laws that regulate a human conduct, eg. adoptions, marriage, etc) that regulates our interactions with non-human animals;
The first one is often backed by moralist, me included, sadly, and some religions. Because it recognizes a *je ne sais quoi* in every living thing, that makes it recipient of both admiration and dignity, even when they (the animal) hurls excrement to your dear writer (me). It requires a measure of compassion and the capacity to bend definitions.
The second one, was attributed to some activists, that argue that laws are for humans, and thus, rights weren't "natural" or appropriate for non-human animals. It is also shared by some religious groups, that state that animals lack human-like dignity (saying that it derivates from our relationship with some god, or metaphysical system). Still when both groups tend to agree in the importance of animal welfare, (ie. the happiness, health and environmental enrichment of animals) they ground their views in our capacity to legislate, independently of the legal capabilities of any non-human animal.
In the last case, we create a system that may or may not recognize rights, or something analogous to them; this system would stablish a relationship between humans and non-human animals, for example: (1) pets: we can regulate that the person caring for the animal is a legal guardian, that represent and takes care of it, the pet can have rights but
