He's making even more bizarre threats than that! On top of threatening to blacklist them as a national threat, he's also threatening to use a Cold War act to compel them to work with the government because they're simultaneously a national threat and completely necessary.
Essentially he's telling Anthropic to get in line or the government will take the technology from them.
