I am pretty sure there is a toggle for "This video is intended for children", which disables comments and puts the video on Youtube Kids. If you don't select it, it's just a normal video, there is no option for setting the video as "18+". And, as you can imagine the majority of videos are not marked as "intended for kids", which automatically makes them "adult videos" and require ID verification to be seen.
