This has been a problem in the trades for a long time now. A lot of the previous entry level work moved from apprentices to robots in manufacturing.  An example would be that the easiest welding goes to the robots first. It's low-hanging fruit and can be automated easily, so they do.  But now there's no training work for the new guys. The stuff that's left can't be automated for some reason, but it's also not appropriate work for a new person.  So you've downsized your workforce by eliminating your apprentice welders. Which means you now have to poach experience externally because you no longer have the first couple steps of the ladder that folks used to climb.
