That's one of the old problems with big neural networks. We know every detail of how to build them. But the network comes up with solutions to various problems and we don't really know how those work and the network is big and complex enough that it's almost impossible to tease out how specific things work. Still, current models can do things like read a collection of recent research papers relating to AI design and write code to implement the theory.
