I replied elsewhere in the comments, but I think it should be said again: The ‘neural howlround’ paper was written by a solo author with no affiliation or credentials and was published without peer review. The paper has only 2 references, it is without any underlying basis. Attempting to google for the author, Seth Drake, produces no useful results. Drake thanks Professor Jim Hendler from RPI in the acknowledgments, so I searched for ‘Seth Drake RPI’, ‘Seth Drake Hendler’, ect - still no results. This paper and OP should be approached with extreme skepticism.
