The cat is out of the bag on this one, we've let far more dangerous technologies than AI out already. When something is invented it doesn't simply become uninvented. Your country can pull out, that doesn't mean neighboring countries will. That doesn't mean developers will pull out either even if they have to do so underground. This is a fool's errand.
