As a lay person, I completely agree, though I think the concerns this bill attempts to address are valid as well - especially in the long term.
I'm not sure any of my immediate concerns with recent AI developments are addressed by this bill. Aside from the things you mentioned, I don't think you need to use enough compute power to be covered by this bill to do a lot of damage with a new generation of AI-powered malware, for example. Just imagine a C&C server capable of generating custom code for exploiting the machine it's communicating with.
