Throw in that foreigners aren't considered Korean and aren't included in the birth rate data. There are lots of foreign workers having kids in Korea, but they are not considered Korean citizens. IIRC most half Korean males don't want to do mandatory military service so they use their non Korean parent as their nationality or leave the country for good.
