South Korea is essentially an island nation without many resources. Its tech sector rules the country, with only a handful of companies making up a huge portion of the GDP. Most young adults attempt to get into these companies, with Samsung even offering a standardized test which is seen as a right of passage. Failure to get into these companies is considered shameful. South Korea is also very reliant on the US economy, since that is their largest consumer base. When the US economy is struggling, so is the SK economy. That means less hires and more young people being told to screw off. Edit: fixed typo
