Fine tuning a LLM happens before deployment and if I had to guess this prompt is either used in that phase or not at all and is created by a user. Aka the first lvl of machine learning finds the weights needed for accurate word prediction and the next phase improves the accuracy of expected outputs by giving very specific examples to learn from with increased importance.
