I can see why countries would be against things like autonomous nukes, but I don't see why any country in their right mind would agree to never use autonomous weapons. In Ukraine for example, there are countless videos of Ukraine launching and manually piloting drones loaded with RPG rounds and other explosives to ram or drop onto into enemy vehicles and infantry in wide open fields with no civilians in sight. If they had the ability to just launch dozens or even hundreds of these drones at once that could each find their own target on their own, it would considerably boost their combat abilities.
