That does seem to be the purpose - anti-proliferation of weapons that would be effective against USA and China, that once developed would be affordable by anyone.
I expect USA and China to develop them anyway and just keep the prototypes in a secret warehouse, ready to mass produce if needed, but agreeing that its a shared interest to not deploy them yet.
