This is truly the main issue when it comes to regulating AI. Even IF we can get our own country to reign it in and regulate it, we can't expect other countries to do the same, and if they don't, regulating it will only put us at a disadvantage. So we have a situation where regulating it could put us at a global disadvantage, but not regulating it could lead to something dangerous. Damned if you do, damned if you don't. Competition between nations is what is going to force this thing to keep moving at an uncontrollable rate. AI will be the next Nuclear Arms Race, except instead of dealing with dumb missiles, we'll be dealing with something with the capacity to be far more intelligent than ourselves, and therefore much harder to control and contain.
