How is it relevant whether that makes me a photographer?
If I am a director, do I not own copyright to the films I direct, even if they are made entirely with public domain materials that are no longer under copyright?

A director is a form of artist, yes. And they are credited for their films.

There are entire industries which involve people who did not paint a single stroke or compose a single note, and who themselves never touched a camera or even editing software, owning the rights to the films and games that they directed or designed.

That's because a method of business can't be patented. And methods of business don't even fall under copyright.
If I were to create a visual novel game using AI art, and I wrote a story... Maybe I wouldn't own the copyright to the art. But I absolutely would own the right to the story I told.
Though this is getting off the original subject a bit. which is whether or not acting as a director to "frame" an AI image is itself creative input.
And as far as that goes, I say it is. It is I who decided I wanted a woman
