Per the Google memo leak we know that OpenAI is ahead of most companies. By throwing government restrictions into the mix they effectively slow down their competitors. Think of it this way. I can cut hair. This is a low skill activity that almost anyone can pick up. But I can't start a barbershop in my state without a license. Why? A large barrier to entry makes it harder for competitors to take my business. People who can already cut hair and have a license want that barrier to entry. That's what's going on here. He's making arguments for regulation that will ultimately help his company. This isn't altruism or some sort of wise forecast of the future. This is about slowing down competitors as much as possible. And if any bad stuff happens, then there's a public record that he warned everyone. This is a smart play on his part that kills two birds with one stone. But it _is_ only about help OpenAI be the top AI provider and nothing else. This is a business move not a conversation to help society.
