In my opinion it has value just by saying "police" and acting like it's doing things. Sometimes the police park a police car, in full/easy view, absent any driver, on a motorway, to reduce the speed of vehicles on that motorway. And it works, really well. People slow down massively because they see the parked patrol car, and as they pass they aren't even sure if it's populated... But they continue to not go as fast. This robot *could* serve a similar purpose, even if it literally has no other functionality other than making people stop and think before they do something shady, thinking a police officer (this robot, but maybe even with a human viewing you live) *might* be watching. Not waving away any civil rights concerns, just saying it *could* have some use.
