Indira Gandhi was never really communal, she faced demands of ever more autonomy from the only sikh Majority state in the country. Indian constitution doesn't really have provision to give special autonomous status to one state and there was and is always nightmarish scenario that concessions to one would result to unraveling of entire Indian union. The movement had went into full on separatism mode by the 80s, the ensuing crackdown was inevitable. The fact that it was being led by Sikhs is what gives it communal tint but it the end result would have been same regardless of their religion. Modi on the other hand is a product of RSS, an organization whose core belief is of hostility towards Muslims.
