What do you mean by it being exploitative for African countries? It is a free market if China or some other country has a better offer they can propose it. It's not like we have our military stationed in Africa so african government are somehow "threatened" to take our offer. Or do you mean the African government will steal all the revenue from the deal and will not invest in public infrastructure and it's citizens?
