I'm pretty sure in most countries there's a blanket legislation that you can't "distribute" any drug (local legal definitions of "drug* would vary) that hasn't been tested and approved by that country's regulatory bodies. It would be an "untested drug" and illegal to distribute (though probably not to take yourself, idk), and then once it's tested it would be either a controlled substance or not. And even if it isn't legal, you'd probably be opening yourself up to other repercussions, like getting sued for distributing an unsafe drug.
