Work contracts usually aren't a guarantee of work, most states here are "at-will" meaning they can let you go at any point for any non-discriminatory reason. The "contract" is just rules you'll agree to follow if/when you show up. That being said in OP's case, he's owed $20/hr for the work he's already performed as that's what was agreed. He could get the government involved. But they can also say "oh it's a mistake you're $10/hr now" and pay him that from the communication forward. But yeah, good luck doing that when you're in an at-will state they'll just let you go.
