I think it is more than that. It seems the bias existed from the release suggesting that it could be a biased dataset was used to train it initially. Most ai built for face recognition struggle with black faces/fetures and even animals even correcting for bad picture quality. This might be more than just Twitter user base being bias but a fault with the AI from the get go. Bias data sets are still a major issue. If it struggles identifing black faces/features this isn't something that will be fixed over time. To summarize it much more likely the AI has issues with feature extraction for darker skinned people than Twitter bias based on known issues with current data sets.
