Aren't they also the country with the most being invested in green technology projects? Something like 45% of all green projects in 2017 were built in China. If they were still relying solely on coal/fossil fuels it would be understandable, but they're really pushing their capacity of renewables more than any other country is. And they do have internal targets of 2030 being peak emissions (which I know is way too long on this ever worsening ship we're on.)
