Most people are putting or have put their pictures online, but that doesn't necessarily mean they are ok with government (or anyone else) using it to track their lives. Moreover, it is common that your friends will upload a picture with you in it without asking you and Facebook can tag you automatically. You have to be quite tech-savy and vigilant to completely cover your digital footprint, and it's not always feasible. And I don't think it should be your responsibility to cover everything if you don't want to be tracked. Also, face recognition AI is quite recent technology, so if you uploaded pictures years ago, this was not really a consideration.
