Suppose the US and its other allies do decide to defend Taiwan from Chinese conquest. Where do you think they could get integrated circuits from during the war? Taiwan's own production facilities would be among the first targets for Chinese missile strikes, as soon as Chinese leadership decided to take the war seriously. Perhaps a second supply chain is needed to make it possible for the US and its allies to defend Taiwan. (Actually, I wonder if anyone's semiconductor fabs would remain operational for long in a hypothetical non-nuclear World War 3: they are critical, fragile facilities large enough to be visible from space and impractical to secretly relocate. It seems like it might be worth targeting them with ICBMs armed with conventional explosives, or taking other extreme and unusual steps to disable them.)
